A candidate record holds everything an agency has to be able to produce about one worker: identity and right to work evidence, screening, qualifications, placement history and the dates each of those expires.

What goes wrong without it
- The file exists, but in three places — scanned documents in a shared drive, expiry dates in a spreadsheet, and the conversation about why a reference was waived in an inbox nobody else can search.
- Nobody can say what a complete file looks like, so completeness is judged per consultant and discovered at audit.
- A candidate registered at two branches becomes two records, and the branch that checked nothing assumes the other branch did.
- When someone leaves, their inbox goes with them, and the reasoning behind every judgement call they made goes too.
